“They say it’s a service, and will allow companies to ‘ensure’ that their sites run properly,” McArthur said. “[But] with a neutral network, the network’s capacity is simply increased with consumer demand, with the non-neutral network infrastructure investments are not made in order to make the default—non-prioritized—experience less than desirable or so latent that it isn’t functional and therefore turn bandwidth into an auctionable commodity.”
